What is the true definition of a Bully..?

Often, bullies are insecure, that is to say, they feel weak in some way. For example, they may not be doing well in school, or their parents may have been laid off. Thus, to feel powerful, they seek out somebody who's smaller/weaker than they are. Bullies may bully pets as well as other persons, because pets are often smaller/weaker than they are.

No, being a bully is not hereditary, though conditions at home often influence a person into becoming a bully, such as the example above.
