My definition is when race enters in as a factor when deciding on who to pick when race is not a criteria for the position. This INCLUDES affirmative action, where a racial minority is selected over a better qualified racial majority just so they can appear more diverse.What is the true definition of racial discrimination?

Racial discrimination specifically would be treating people of different races differently because of their race when they are otherwise similarly situated.
